Illiberal or simply unorthodox? Public Administration education in Hungary and Europe: A comparative perspective
György Hajnal - Bence Kucsera
Over the past decades Public Administration (PA) education programs shifted their approach from a predominantly Law oriented one to a more multidisciplinary, social science and managerial one. The paper’s focus is on the tenacity of traditional, Law oriented PA education programs we can witness in a limited, but not insignificant, range of countries in Europe. The paper has two ambitions. Firstly, it attempts to test hypotheses explaining regarding this tenacity. Secondly, it wishes to examine the extent, to which this tenacity is related to new forms and paradigms of government emerging in some countries of Central and Eastern Europe and sometimes referred to as ‘Illiberal Democracy”. The method is a two-case comparative study of Germany and Hungary.
